Jefferson H. England is the Chief Financial Officer at Silver Star Communications, headquartered in Thayne, WY. His educational background includes a Bachelor’s Degree in Accounting, and a Masters of Business administration from Idaho State University in Pocatello, ID, and a Masters in Finance at Texas A&M University in College Station, TX.

Senior Special Agent Scott Anthony – BNSF Railway Police
Senior Special Agent Scott Anthony has 20 years of law enforcement experience. He has been with the BNSF Police for 4 years, is a TLO for Colorado, member of the InfraGard Denver Members Alliance and a past member of the International Society of Crime Prevention Professionals.
Scott Anthony will provide information about the BNSF Police. He will also Railroad Security issues including shunting tracks, monitoring contract employees, monitoring IH/TIH tank cars, surveillance, monitoring contract employees and reporting suspicious activity.

Barbara Grofe – IT Security Consultant, Wyoming Dept. of Enterprise Technology
Barb is an Information Technology Security Consultant who works for Wyoming’s Department of Enterprise Technology as the Enterprise Security Architect within the Office of Enterprise Architecture. She assists the state with maintaining security of the infrastructure, applications and data as well as ensuring compliance with regulations. Barb has extensive experience in Information security with over 19 years in the IT industry, with a breadth of technology skills including system engineering, application development, networking and technical innovation. She has assisted federal and state agencies, the Department of Defense, NATO and corporate entities with security control development, implementation and management. Barbara is one of the most highly certified individuals. She has the following certifications: CISSP, ISSAP, ISSEP, ISSMP, HCISPP, CSSLP, DoD 8750 IAM IAT IASAE I, II, III, ITIL, CCSK, PCII, and PMP. Barb lives in Cheyenne with her husband Larry, two dogs and nine horses.
The cyber security presentation contains two tracks. The first track will provide a strong foundation for understanding cyber security, the nature of today’s threats and give participants some actionable ways to reduce their risk to such attacks. The second track will concentrate on the threats and mitigations related to health care primarily and other related regulatory requirements such as Payment Card Industry compliance and Federal Tax Information compliance.
